November 12, 2015
Call to Order
Meeting called to order at 8:00 pm in the Cheverly Community Center.
In attendance: CMs, Coolen, Rodgers, Daly and Steward.

Chief’s Report
Chief Robshaw we had a dip in our crime rate this month. The crime of choice still seems to be theft from autos. I want to thank everyone who participated on Halloween. There were no incidents involving the police. We had a great public safety day and tonight we have members of the American Legion who have partnered with us to provide the meals at that event. I would like them to step forward as we would like to present a plaque for the Chief’s award.
Steve Brennan commander of the Cheverly American Legion Post noted the good works of the American Legion and invited residents to join either the Legion, Sons of the Legion or the Legion Auxiliary.
Swearing in of New Police Officers
Mayor and Chief Robshaw issued the oath of office for new police officers: Andrew Kvech, Michael Peterson and Thomas Rickard.
Appointment of Andrew Kemendo
- CM Daly to appoint Mr. Andrew Kemendo to the Cheverly Planning Board. CM Coolen seconded.Approved 4-0.
Mayor I want to introduce Mr. Kemendo to the Town. He has been attending many of the Cheverly Planning Board meetings and is offering his services to the Cheverly Planning Board and we have his resume and are very impressed.
Resolution: B-W Parkway Federal Park Program
Mayor the Town has been a participant of the B-W Partners for Forest Stewardship since 2011 and during that time, members of our Green Infrastructure Committee have been able to participate in this group. Tonight we will be passing a resolution to continue our participation.
Matt Salo I am the Cheverly representative to this group and I am here tonight to speak in favor of the passage of this resolution. By far the most important issue we face in this century is our environment. This will allow us to work with other people and groups to address this issue. Your support is an affirmation to address these concerns to maintain our natural areas.
- CM Coolen to approve that the Town of Cheverly sign the Memorandum of Understanding for the Baltimore-Washington Partners for Forest Stewardship. CM Daly seconded. Approved 4-0.
Town Administrator’s Report
Mr. Warrington if you are in the vicinity of 59th, we are in the process of completing the Pinkey’s Park addition. Mr. Torres has asked everyone to please pull their leaves to the curb when they are scheduled and to please keep them out of the gutter in order to keep the stormdrains clear.
Recreation Council
Mayor the Holiday Party will be here in the gym on December 5th. The Town’s Holiday party will be here on December 4th.
Green Infrastructure Committee
Mayor meeting was last Monday and we talked about the Resolution we just passed and some stormdrain projects that are being done in Town to improve water quality.
Cheverly Day Committee
CM Daly we will have a meeting on January 12th at 7:30 in the Community Center. We will be planning a parade year. Everyone is welcome and we encourage your ideas.
Mayor everybody needs to have a float.
Planning Board Report
Mayor the Planning Board has a lot going on and they met to go over the input regarding Kilmer Park. We need to look at costs in order to give feedback. The Sector Plan continues to be worked on so read the newsletter. The presentation was very good and there should be a link on line. The Ridges over by the Landover Metro should begin constructions in the spring. There is a hearing on December 10th regarding an asphalt recycling plant off Sheriff Road at the PG ballroom.
Citizen Input
Adoption O-1-15 Parking in the Industrial Park
Mr. Warrington this Ordinance is up for adoption. It is a change to our parking and driving conditions on Lydell, Schuster and Pepsi Place. We are going to allow parking from 6am to 9pm. There will be no overnight parking and no parking during a snow emergency. We have notified all of the property owners, with no comment to date. This will become effective by the first of the year.
- CM Rodgers to approve Ordinance O-1-15 Parking Ordinance. CM Stewart seconded. Approved 4-0.
Request for Support Regarding School Boundaries
Mayor we have been asked to send a letter of support, by the parents of students on the south side of Route 50, who are Cheverly residents to have the school boundaries drawn such that those students will attend the same schools as other Cheverly residents. This is about 50 houses and we have had this same issue regarding

- CM Stewart that the Mayor and Town Council send a letter of support altering the school board boundaries to allow Cheverly children to attend schools together. CM Rodgers seconded. Approved 4-0.
CM Coolen Cheverly children have been going to school together and this is a recent change and I think it is important that kids in the same town should go to the same schools.
Mayor and Council Announcements
Mayor today I spoke to representatives of Foulger Pratt and they are ready as they have now received the information they requested from the Cheverly Boys and Girls Club.
CM Daly I want to thank Public Works for keeping-up 6301 Kilmer Street property.
CM Coolen our Thanksgiving Market will be a week from Saturday, November 21st and we have better than 45 vendors. We will be selling orders for Christmas trees that will be delivered on December 5th. They are cut the day before and they are premium and quality trees. This is a fundraiser for the Community Market. They will cost between $35 and $55. The deadline to order will be November 21st.
Mayor the upcoming Worksession will be next Thursday, not on Thanksgiving. The preliminary items are: Discussion of Town Park Drinking Fountain Conversion, Holiday Decorating Contest and Judging, the Valley Way Speed Hump Repair, Raised Crosswalks at Jason Street and Crest Avenue, Cheverly Avenue and Montrose Road Bump-Out and Crossing, The Asphalt Recycling Plant and the rest is not clear.
